Aviation will be integrated into the existing European Union Emissions Trading Scheme (EU ETS) by Directive 2008/101/EC which became law on the 02 February 2009.
As from 01 January 2012 all aircraft operators who operate flights that arrive at or depart from an airport in the EU will be subject to the scheme. This will include non-EU and EU aircraft operators.
The European Commission is responsible for drafting the aviation Monitoring and Reporting Guidelines (MRG) which provide guidance to aircraft operators on the implementation of the scheme’s requirement to monitor and report CO2 emissions. The final version of these Guidelines can be found here
ERA members are advised to review both the Directive and the Monitoring and Reporting Guidelines as they will place on aircraft operators a number of obligations including the following imminent deadlines:

Contact your Administering Member State The inclusion of aviation in the EU ETS will be administered by each individual Member State once they have incorporated the Aviation Directive (2008/101/EC) in to their national legislation. All aircraft operators that fall within the scheme have been allocated an administering Member State by the European Commission. Members are advised to contact their administering Member State to seek advice on the implementation of the scheme and the requirements imposed on them.
