Hugo EspĂrito Santo currently serves as Portugal’s Secretary of State for Infrastructure, a role he was reappointed to in June 2025 under the XXV Constitutional Government. In this role he has responsibility for aviation, railways, seaports and highways.
He holds a degree in economics and an MBA. Prior to his government service, Hugo was a Partner at McKinsey & Company’s Lisbon office.
