Victoire Totah is Director of Strategy and Development at EDEIS Concessions, where she leads the strategic development of a network of 22 regional airports across mainland France and the French Overseas Territories.

An elected board member of the European Regions Airline Association, she is a strong advocate for the role regional airports play in preserving connectivity while accelerating the transition to more sustainable aviation.

With nearly 20 years of experience spanning commercial aviation, business aviation and airport development, Victoire works at the intersection of air traffic growth, local and national policy, and innovation. She engages with airlines, aircraft manufacturers, institutional stakeholders and emerging aviation players to strengthen connectivity across the network amid an increasingly complex regulatory and environmental landscape.

Shortly after joining EDEIS, she created the ‘EDEIS Tour’ in 2024 with the French Federation of Aeronautics, and expanded it in 2026 into a regional showcase of low-carbon aviation, bringing together airports, manufacturers, flying clubs and local authorities to demonstrate how these platforms can become living laboratories for electric and hydrogen-powered flight. The initiative reflects her conviction that regional airports are not only gateways for connectivity, but essential platforms for the future of aviation.

Before joining EDEIS, Victoire held senior commercial and management roles at TAG Aviation, Wijet and Aero Capital. She holds degrees in International and Business Law from Panthéon-Assas and Paris Descartes universities.
