Elena Cuenca joined the European Regions Airline Association (ERA) in September 2024 as Policy Analyst, focusing on operational, safety and infrastructure files, as well as other regulatory files such as the EU’s fitness check of airport legislation. In June 2025, she was promoted to Policy Officer for sustainability, where she leads ERA’s work on environmental policy and regulatory developments. She is responsible for monitoring and analysing EU legislation such as ReFuelEU Aviation and the EU Emissions Trading System (EU ETS), developing ERA’s policy positions, and advocating for fair and effective sustainability measures for regional airlines. Elena works closely with ERA members to provide technical expertise, represent their interests in policy discussions, and support the association’s broader decarbonisation strategy.Â
She holds a Bachelor’s and Master’s degree in Aerospace Engineering from the Polytechnic University of Catalonia, as well as a Master’s degree in Airport Planning and Management from Cranfield University.Â
